ULI BC Walking Tour: City of Port Coquitlam
Port Coquitlam, located 27 km east of Vancouver, is one of Metro Vancouver’s earliest and smaller communities, with a population of about 58,000. Its core retains a traditional high street character along Shaughnessy Street with a mix of small-scale commercial, mixed-use and institutional buildings.
Since the early 1990s, the surrounding suburban housing stock is being replaced with low and medium-rise condominiums. This transition of the Port Coquitlam downtown to include a concentration of low and medium-rise multi-family apartments and mixed-use developments was substantially underway in the early 1990s, and the transition has happened ‘below the radar`.
Some developments have replaced small bungalows originally built in the early part of the 20th Century, and development of the City’s historical centre is challenged by a flood plain location, high water table and soil conditions that combine to restrict feasible on-site parking to one level partially below grade. A density bonus zoning bylaw and restricted land uses, along with a cash-in-lieu of parking program and the recent amendment of the Building Code to permit 5 and 6-storey wood frame, is facilitating innovative condominium developments with floor area ratios of 1.5 to 2.4. Since 2005, the Downtown has been experiencing growth rates of some 200 new dwelling units per year.
This tour will explore how it happened, and what it means for other parts of Metro Vancouver that may follow Port Coquitlam’s path.
